Sources and Uses

A short-duration bridge to a fully-arranged construction loan.

The borrower is seeking a $6 million hard-money bridge loan secured by Property 1 (310 South 48th Street — the development land) and Property 2 (10011-45 Sandmeyer Ln, Philadelphia, PA 19116). Proceeds are allocated to three discrete use-of-funds categories that advance the project to construction commencement.

Once these items are completed, the committed construction facility closes and pays off the bridge loan in full, allowing the project to proceed directly into vertical construction.

Developer

Hillel Tsarfati — three decades of Philadelphia development.

Hillel Tsarfati has been a successful General Contractor and Residential Developer for three decades in the Greater Philadelphia area. His career began in 1984 with the founding of H&M Builders and H&T Contractors, which served as the first major installation contractor for Lowe's Home Improvement.

In 2000, Hillel founded B&T Home Builders, building custom homes and retail spaces in Queen Village, Rittenhouse, Northern Liberties, and South Philadelphia. In 2007 he formed West Village Group, LLC, delivering "West Village at North 48th Street" — a gated community of 86 townhomes on nearly 2 acres adjacent to University City, today over 90% occupied.

In 2012, Hillel and his partner acquired and developed "Croydon Hall" at 49th and Spruce — 127 custom-designed apartments serving young professionals and students. In 2017 he completed a 150-unit residential development at 49th and Spruce with commercial space, fitness center, and rooftop amenities. His next project — and the subject of this offering — is a 14-story, 181-unit luxury building at 47th and Spruce with 34,000 sq ft of commercial space.
